In February of 1996, flooding of the South Fork of the Palouse River, and other small streams, inundated parts of Pullman, Washington. Major flooding was averted largely due to sandbagging efforts that were arranged spontaneously by citizen volunteers. Lawrence Meinert, Prof. of Geology at Washington State University, photographed Pullman extensively during the period of the flooding, and later, in August, re-photographed many of the same sites with the purpose of illustrating the contrasting...
