Description A letter from Ned Fritz to conservationists, inviting them to serve on the emergency steering committee for what would be known as the Texas Committee for a Balanced Water Plan. The committee had been formed in response to the Texas Water Plan with the aim of preventing environmental damage from the damming and canalization of rivers.
