In the foreground are two finished hemispherical bulkheads, while in the background another set is being prepared for the water-pressure test. These bulkheads were used to close the upper end of the turbine penstocks until the unit coaster gates were installed. After the coaster gates were in position over the penstock intake the bulkheads were burned out with cutting torches and the recess around the liner filled with concrete.
